identifying a pyrotechnic

[totally lost]

Trying to identify the item being used in the picture. It's basically a road flare. Hand held tube that shoots flames and smoke without the sparks associated with fountain fireworks. They're all over European futbol games, but for the life of me I can't figure out what they're called.

These Pyro hooligans use red marine flares. They do perform better than road flares but only last up to a minute
